Se puede considerar que "that" se ha omitido aquí. La frase sería "the fleece that the sheep had snagged on briars". El "that" se suele omitir a menudo tanto al escribir como al hablar. Ej: "Throw away the box [that's] on the table." (Tira la caja que está en la mesa.) Ej: "This is the book [that] the professor recommended." (Este es el libro que el profesor recomendó.)
