Is "if not for" an abbreviation of "if there were not for"? What does it mean?

"If not for" can be used on its own. It is not an abbreviation, but is similar in meaning and function to "if it were not for," "were it not for," "if it was not for," and "was it not for." We use these expressions to mean "in the absence of, [something] would have happened." Ex: If it wasn't for my father's quick reflexes, we would have gotten into an accident. Ex: If it weren't for my bad math scores, I would have gotten into a better university.
