For the expression "who am I to ~" or "who are you to", you can use this to question whether you or someone else, has the right or authority to do something. Ex: A: Why don't you tell her she's made a mistake? B: Who am I to tell a teacher she's made a mistake? I'm just a student. A: Don't cheat! We will be punished. B: Who are you to tell me not to cheat?
