"Will + be + ing" is the future continuous/progressive tense. It describes an action that will be ongoing or in progress sometime in the future. It is often used with a time reference or after a time reference has been given or implied earlier in the narrative. Here we are told that the seals have to take a breath every 30 minutes. The use of it here lets us know that not only is the polar bear, waiting now but she will continue to be there waiting when the seal comes up for air.
