Unlike English, I assume the alphabet "h" is always silent in either Spanish or French. Why is that?

I don't really know French or Spanish, so I'm not a hundred percent sure. But, I do know that each language has its different phonetics, which can influence the way different letters are pronounced, or, in this case, not pronounced. However, these letters still become necessary for spelling. Even in English, not every "H" is pronounced. For example, words like "rhino," "hour," "exhausted," and so on!
