In the context of The Hunger Games, every district has to have two tributes- one female, one male to participate in the games to show respect to the government. They are essentially "gifts" to the government to fight in the Hunger Games. Ex: My husband played a song on his guitar as a tribute to me during our wedding. Ex: For the memorial, we're going to show photographs of my grandfather to everyone as a tribute to him. Ex: The king paid tribute every year to the country.
