"That settles it" actually means "we've made a decision" or "we've come to a solution" because you have enough information to make an informed decision. This phrase can have both a positive connotation and a negative connotation. "So be it" is more along the lines of conceding or agreeing to someone else's decision, even though you don't like it or don't agree with it. Ex: Well, that settles it! We will go swimming this weekend! => positive connotation Ex: That settles it. We are going home. If you two can't behave, we may as well not go anywhere. => negative connotation
