"Cement" as a verb is similar to what it means as a noun! It means to attach something with cement, either physically or metaphorically. Metaphorically it means to make something permanent, to stick, or be fixed in something the same way cement would. Ex: My plans aren't cemented. They're still flexible if anything comes up. Ex: Cement the poles into the ground. Ex: Her decision will cement the theme for the next cover.
