It gives the nuance that you've taken more time and gone into more detail about each step of your plan. Using "plan out" gives a sense that you have a clear idea of how you are going to achieve something. Ex: Let's plan this out carefully so we don't make any mistakes. Ex: It's a good plan. But how will we do it? Ex: I don't think she has this planned out.
