Could you explain the meaning of 'say' here? I only know the verb 'say' means to tell something. When do you use 'say' like it is used in this sentence?

"Say" as a verb can also be used to mean to give information, so in a way it still means to tell something but just not from a person. When used like this the message is being given from signs, numbers, documents etc. So in this case it used to mean that "high level" gives up certain information. Ex: My watch says three o'clock. Ex: Can you read what that sign says? Ex: It says in the paper that they've found the man who did it. Ex: It says on the bottle to take three tablets a day.
