"Lay low" means to avoid being detected or seen - to keep out of sight. So here they're saying they're not going to lay low and will gladly draw attention to themselves! Ex: You need to lay low during the party, so Tom doesn't see you. Ex: You're bad at laying low. Everyone saw you sneak out of the classroom.
