Is the "top spots" always used in plural form?

Unless referring to the number one spot specifically, "top spots" will likely be used to indicate a range of rankings. Remember that the plural form for nouns is commonly used to discuss things in a general way (and not one particular thing). Ex: Ireland took the top spot for hospitality. (Number one) Ex: Ireland took one of the top spots for hospitality. (Among the top, might not necessarily be number one)
