Good question! "Anxiety" is a feeling of worry and unease, and "panic" is a sudden uncontrollable feeling of "anxiety" or a state of alarm. So one could perhaps manage "anxiety" so that it doesn't lead to "panic." Ex: I had a panic attack last night. Ex: I have so much anxiety for my test tomorrow.
