Good question! "Cross (over) into" is not the most common expression. It means moving from one space into another across some sort of barrier or boundary. It can also be used metaphorically for a situation changing from one context to another. It's not used exclusively for battle or warfare. Ex: Many EU countries don't have border control, you can go for a walk and cross into another country without even knowing it! Ex: The concert audience was waiting in the parking lot, and the staff helped them cross over into the stadium.
