I thought "cheating" means to have an affair with somebody out of the relationship. What's it mean in here?

That's right, "cheating" can mean having an affair with someone outside of a relationship. Here it means to be dishonest and to be deceptive. I believe they're saying that the banker probably was dishonest and took money from the bank. Although, it's not super common to use it like this. With this meaning, it's more common to mean not playing a game fairly in a way that you get an advantage. Ex: Jerry cheated and looked at my cards. Ex: The new bartender cheated us of 5 dollars last night.
