Here, "roll over" means to surrender and agree to do what someone else wants. Usually, either due to pressure or control. Physically, to "roll over" means to roll one's body. Ex: Their lawyers are trying to get us to roll over and agree to their terms. Ex: I rolled over onto the blanket and fell asleep. Ex: They won't just roll over and do as we say. We have to persuade them.
