Does the first-name basis mean that the relationship is very casual and close? If so, is there a last-name basis, too?

That's right! It means they're close enough to call each other by their first names. There are a couple of aspects to this. It means they've taken the time to get to know each other and their first names. I think, in Western culture, it's common to not pay much attention to people's names unless you're intentional about getting to know them. So you can see the same people every day, but you may not know their names. But, it also means that it's casual, so last names or honorifics aren't used like they are in a professional setting. And there isn't a "last-name basis" - it wouldn't be as significant as a "first-name basis." Ex: You don't have to call me ma'am, you can call me Susan. Ex: Jim! It's great to see you again. Ex: You know the neighbour we see every day from upstairs? We're on a first-name basis now.
