Does "could use" mean the same as "need"?

Not exactly. "Need" is much stronger than "could use". We say "could use" in cases where something is desirable or helpful but not necessary. When something is necessary or very important, we say "need". Ex: My hair is getting a bit too long. I could use a haircut. Ex: You look good with a beard, you don't need to shave. Ex: I could use some help sorting these books. Ex: I need your help, I can't reach the top shelf.
