Why does she use "would be to say" on the first part, and "is to say" on the second part? How does the meaning get different?

I believe this is just a speaking error. It should be one or the other, not both. Grammar errors are quite common in English. Native speakers don't focus too much on grammar when speaking. You may notice this in other videos or in movies.
