Given that we're not completely sure what happened before this moment, I'm not sure whether it means insincere praise and compliments or to make someone feel honored and pleased by what they say. Ex: She flattered me with compliments. But I knew it was just to try and get the dirt I had on her. => "dirt" refers to information and gossip about someone that could be damaging Ex: His speech was flattering. I appreciated what he said about me and hadn't heard him say those things before.
