Why does the speaker say "encouraged the other animals", not "the other animals encouraged"? Why is the subject and verb reverbed here?

This form of writing is used with narration and dialogue! So what is spoken is put in quotation marks, followed by the verb "encouraged" and then the subject. If there were no quotations or dialogue you could say, "The other animals encouraged the tortoise". Ex: "Would you like to go shopping?" asked Alice. Ex: "No!" shouted the teacher. Ex: "Shall we get some ice cream?" whispered George.
