To "keep" means to have or retain possession of something (or someone). Here, "never to touch and never to keep" refers to a love that he can no longer have or be able to touch physically. Ex: My friend lost her job, so she could no longer keep her apartment. Ex: I don't keep many friends, just a few that I care about the most.
