Normally, when Persian Empire is mentioned, does it refer to the "Achaemenid Empire?" Or "Sasanian Empire?" Since both Empires were called the Persian Empire, it's quite hard to distinguish which is the which.

Interesting question! I guess the context doesn't specify which empire, just "Persian culture" in general. So I believe they're referencing the Persian culture as a whole, the customs, arts, social intellect, achievements and so on of Persia, and not just one specific empire. Chronologically though, the "Achaemenid Empire" came before the "Sasanian Empire" and is considered the First Persian Empire, whereas the "Sasanian Empire" is considered an Iranian Empire and is also known as the "Neo-Persian Empire."
