Can I say "offer" instead of "provide?"

Good question. "Offer" means to give (something) as an option (like a gift) which someone has the option to reject. "Provide" means to give (something) that people need or want (like a service) and probably won't reject. Ex: I offered him a salary increase, but he rejected it because he had a better offer from another company. Ex: We provide laptops, printers, and headsets for all of our employees to use.
