"Million" does refer to a specific number! A million is 1,000,000. A unit with six zeros. Here, the plural "millions" is used. So it would be more than 1 million. It can sometimes be used metaphorically, or to be dramatic, to mean just a lot of one thing. Ex: There are 56.1 million millionaires in the world. Ex: There were millions of bugs outside when we went camping. => dramatic
