If I remove the word "always", would it change the meaning of a sentence?

Yeah, It would change the meaning! The phrase needs a time expression to go with it since she's comparing the moment to other points in time. If you remove the word "always", you would have to add another phrase like "as before", or "as usual". Ex: It's just as moving as before = It's just as moving as usual Ex: This meal is just as delicious as before. = This meal is always just as delicious.
