A "figure of speech" is a phrase or word used in a non-literal sense. It has a different to meaning to its literal understanding. It can also refer to the various literary techniques in writing. Ex: It's raining cats and dogs. = It's raining really hard. Ex: "Killing two birds with one stone" is such an odd figure of speech. Ex: I forgot some of the figures of speech in my English literature exam.
