A "student exchange program" is a program set up between schools and organizations for students to go to different schools for a period of time. It's common to happen across different countries too. Generally, it encourages the students to grow in character by meeting new people, being in a new space and trying different things. If they go to another country, then they get to experience another culture too. Ex: I was part of a student exchange program at uni. So I went to France for a semester. Ex: The exchange student arrived yesterday from Spain.
