Nope, there doesn't have to be "as" after "declare!" If you "declare" something, you declare it as a noun or object of the sentence, which doesn't always need "as." In fact, adding "as" could be considered incorrect grammar. Ex: The experiment was declared a failure. Ex: We declared publicly that we love each other at our wedding ceremony. Ex: The country will probably declare war soon.
