No, these are definitely two different things! To laugh with someone means to share in their amusement or entertainment, like when you are laughing with a friend while watching a funny movie. To be laughed at, however, means to be at the center of a joke, to be another person's amusement. If people laugh at you in a mean way, it can be hurtful because they may be ridiculing you. However, if you do something funny, people may laugh at you out of amusement and not ridicule. So it does depend on the context! Ex: Don't laugh at people, laugh with them! Ex: I thought my friend was laughing at me, but it was just a misunderstanding.
