There is a famous philosophical question: "If a tree falls in a forest and no one is around to hear it, does it make a sound?" The speaker is making a reference to this with her statement here but also turns it into a mean comment. She replaces the tree in the question with Cece, insinuating that she is similar to a tree (perhaps because of her height and body shape) and likely to fall over (perhaps due to her high heels). In any case, it's meant to be an insult and doesn't have any true correlation to the philosophical question that she is referencing here.
