Here, to "make out" means to kiss intensely. But it does have a few other meanings! "Make out" can mean to try and hear or see something with difficulty. It can be used to reference someone implying something about themselves or someone else. It can mean making progress. Lastly, it can mean to draw up or write an official document or list. Ex: We made out on that bench once. => kiss Ex: I can't make out what you're drawing is. Is it a fish, Jim? Ex: He's trying to make out like he's rich, but he earns the same amount as us.
