Why "won't" is used here rather than "wouldn't"?

"Won't" is used since it's not a conditional or assumption, as "wouldn't" would imply! It's definite that she "will not" be there. Ex: She wouldn't come to my graduation, I don't think so anyway. Ex: She won't come to my graduation. She told me herself.
