What is the difference between "it comes to", "regard to" and "about"?

You can use both "when it comes to" and "in regard to" in most situations to introduce a new topic of discussion, but they do differ slightly in meaning. "When it comes to" means "when considering some particular person, thing, or action." Meanwhile, "in regard to" means "as concerns," "with respect to," or "concerning." Ex: When it comes to computers, I always get confused. Ex: In regard to work policies, there will be some new changes.
