"Shall we?" is used to express a suggestion to do something together. Or to indicate going to do an action stated before by you or another person. It's a polite offer to the other person. You can use this when you want to suggest doing something with another person, or to suggest the next action. It can also be regarded as a polite instruction when said to large groups or classrooms. Ex: Shall we get some coffee? Ex: Let's get some coffee, shall we? Ex: All right class. Shall we all read that last question again? => Instruction.
