It depends! In general, it isn't. But here, "waters" refers to streams or rivers- sometimes oceans. It's also common to ask for a glass of water at a restaurant by saying "[number] + waters." Ex: Two waters please, with ice. = Two glasses of water please, with ice. Ex: The waters are cold at this time of the day. It's better to go fishing later.
