"Drag behind" is not a phrasal verb! Here it means to physically pull on the ground, or drag, something behind oneself. It can also mean for someone to be slower than a person or group of people ahead of them. They're struggling to go the same pace physically or mentally. Ex: I've dragging behind this heavy sports equipment bag the whole day. Ex: My little sister has been dragging behind us and slowing us down.
