What's "that is not to say" mean and when's it used?

"That is not to say" means to clarify that something is true, regardless of something else. It's used when you want to state an alternative point to something already mentioned. So even if one thing is true, something else can be too. Ex: Soccer is fun. That's not to say it isn't difficult, though. Ex: Moving countries can be challenging - that is not to say it's exciting!
