"Throw it back" refers to a couple of possible dance moves. It's mostly known for primarily using one's butt while dancing, similar to "twerking," but has also become a simple variation of that dance which is now popular on social media platforms like TikTok. Here it's used to sort of hype someone up while dancing, or to encourage dancing. So I'd say it's common within certain contexts! Ex: Can you throw it back for the video? Ex: Danny is throwing it back!
