To "raise a question/subject/issue" means to talk about a certain thing for others' consideration. "Google's ... platform has raised questions about their influence" means that Google's influence has become a topic for concern, a question for people to discuss and consider. Ex: I want to raise the question of labor unions during our next work meeting. Ex: I raised the question of the use of drones in public. Is it a safety hazard?
