What's "clean out" mean? Is there a difference from just saying "clean?'

To "clean out" is a way to "clean" something! "Clean out" means to clean the inside of something really well. Perhaps to get rid of things that are old, or just to make it neater and cleaner. Ex: I cleaned out the fridge today since we're going grocery shopping. Ex: I'm cleaning out the hamster cage today.
