The exclamation "come on" with the tone of irritation is definitely one of the uses! It is common to use it this way if someone is impatient or in a hurry. And then it's also used in a sort of kind, "I forgive you" way when someone has apologised. Like when someone is mad at you for something, and then you become friends again. Ex: Come on, let's go! We're gonna be late. => irritation Ex: Alright, come on. Let's go get some ice cream together. => forgiveness
