"Reach someone" means to get in contact with someone. This can be by calling, texting, writing an email, writing a letter, etc. Ross is telling his friends that they won't be able to call him or contact him when he is in China. Ex: You can reach me by call or text. Ex: I need to reach him. Do you have his phone number? Ex: When I'm on vacation, you won't be able to reach me.
