I've often seen that the soldiers awarded with the "Congressional Medal of Honor", but does the military personnel are the only one who qualifies to earn this medal?

No. A normal civilian can receive the Congressional Medal of Honor. It is usually awarded to military personnel, but it has been awarded to nonmilitary people. It is awarded to people who show extreme acts of bravery or sacrifice for their country.
