Yes he absolutely does say "if". This is a common thing you will hear with some native speakers when they are saying the word "if", in the midst of a long flow of speech. If you listen very carefully here you can hear the sound of the f in "if" as he pronounces it but it is kind of lost in the rest of his speech. That's what makes it sound almost like he doesn't say it but he does.
