What does "[something] is down" mean?

Something is "down" when the service or connection has stopped working completely and needs to be started again from it's "off" state. "Down" is more closely associated with infrastructure and services. Ex: Twitter is down at the moment, so I'll look at something else. Ex: The video I was watching on YouTube is frozen because the internet went down.
