Is this order of the phrase correct? I think verb came before the subject.

It's correct! This is called the "inversion" of verbs. You put the verb before the subject at the beginning of the sentence. This adds emphasis to the sentence and a dramatic or special effect. It also sounds quite formal. This particular line is actually a quote from Shakespeare, so it reads well as old English and as dramatic. Ex: Never have I seen such a magnificent building. => emphasis = I have never seen such a magnificent building. Ex: So absurd were my thoughts that I started to speak instead of think.= formal Ex: So kind were the strangers that I couldn't help but tear up. => formal
