Yes, that's right! It can have the same meaning as blaming someone for something. You "accuse" someone if you believe they are guilty of doing something wrong. Ex: He has to go on trial because he was accused of committing fraud. Ex: Jonathan accused me of eating the last cookie in the jar, but I saw Sarah eating it last night.
