"Clean someone out" es una frase informal que significa "use up all of one's money" (utilizar todo el dinero que tiene uno). Por lo tanto, cuando dice "Is the amount cleanin' you out" quiere decir "Is the amount of money you're paying using up all of the money you have?" (si la cantidad que está pagando es todo el dinero que tiene.) Ej: "I cleaned him out by selling him that expensive car." (Lo dejé pelado al venderle ese coche tan caro.)
