Yes, a "central bank" is generally a large bank that regulates smaller banks within an entire state or a nation. Usually, there is one main "central bank" in each country that oversees the other banks. "Central banks" are also normally in charge of controlling the entire money supply of a country and setting exchange rates and interest rates.
